President Boakai Outlines Bold Vision for Liberia’s Future in Landmark Address

In his annual address to the nation, President Joseph Nyuma Boakai articulated a detailed vision for Liberia’s future, underscoring the need for unity, inclusive development, and resilience in the face of historical and emerging challenges. Framing his message around the “ARREST Agenda for Inclusive Development,” the President highlighted the successes of his administration over the past year while outlining the path forward across critical sectors.

Addressing the legislature and the Liberian people, President Boakai emphasised the significance of national solidarity as the foundation for progress. “Our democracy may face threats,” he asserted, “but the sanctity of our Republic will be preserved.” He called on all Liberians to join him on what he described as a “rescue train” toward sustainable development and peace.

Legislative Achievements and Economic Resilience

The President commended the legislature for passing key legislation, including measures to address financial governance and boost economic growth. Among these were acts to streamline taxation, improve zoning laws, and reform state-owned enterprises. Additionally, he announced plans to submit new legislative proposals focusing on governance, transparency, and empowerment initiatives, such as the Liberia Youth Service Program and the Technical and Vocational Education and Training Commission Act.

Despite inheriting a faltering economy, the administration achieved a GDP growth rate of 5.1% in 2024, driven by mining, agriculture, and infrastructure investments. Inflation decreased to 7.7%, and international reserves grew to $458.9 million. “These achievements are the fruits of sound fiscal and monetary policies,” the President noted. He also celebrated record domestic revenue mobilisation, with a 12% growth leading to the highest domestic revenue collection in the nation’s history.

Infrastructure, Agriculture, and Energy

Road development was a key focus, with 783 kilometers of major roads maintained and significant progress reported on projects such as the Sanniquellie-Logatuo and Saclepea-Tappita roads. “Improving connectivity is a cornerstone of our development agenda,” the President stated. Plans for new bridge constructions and additional roadwork were also announced.

In agriculture, the administration prioritised food security and self-sufficiency, cultivating over 4,000 hectares of rice in 2024 with plans to expand cultivation further. Mechanisation centers were established in multiple counties, and the agricultural budget increased by over 200%. Other strides included investments in cocoa and oil palm production and the introduction of cassava mechanisation programs.

The energy sector saw substantial developments, including the construction of a 20-megawatt solar power plant in Harrisburg and efforts to electrify 100,000 households annually. President Boakai expressed optimism about oil and gas exploration, supported by data indicating significant resource potential in Liberia’s Harper Basins.

Social Sectors: Education, Health, and Gender Empowerment

President Boakai reaffirmed his commitment to education by clearing $2 million in scholarship arrears, launching foundational learning projects, and improving school infrastructure. A “One Child, One Chair” initiative aims to address furniture shortages, while the school feeding program received a $1 million boost.

In health, the President highlighted the provision of essential medicines, decreased maternal and child mortality rates, and efforts to combat drug abuse. Construction of a neuropsychiatric hospital and regional diagnostic centers is underway, along with advancements in cardiovascular care, the President said.

According to President Boakai, he stated that his administration also made strides in gender empowerment, with women holding 39% of ministerial positions. Initiatives like the Liberia Women Empowerment Project supported women in small businesses and challenged harmful social norms, the president asserted.

Governance, Transparency, and International Relations

Emphasising accountability, President Boakai outlined measures to combat corruption, including payroll audits that eliminated ghost workers and saved millions. He pledged continued cooperation with integrity institutions and urged the judiciary and legislature to act decisively on corruption cases.

On the international front, President Boakai noted that Liberia’s reputation was bolstered through diplomatic engagements and partnerships. The President highlighted new bilateral agreements and Liberia’s bid for a non-permanent seat on the UN Security Council for 2026-2027. He also celebrated the restoration of trust with international financial institutions, which unlocked significant funding for development projects.

Unity and Vision for the Future

Acknowledging Liberia’s historical challenges, President Boakai called for genuine reconciliation and inclusion across political, social, and cultural divides. He proposed constitutional reforms, electoral improvements, and a national conference on post-war infrastructure to address lingering issues. “Our democracy must not be defined by division,” he said, urging a focus on the next generation rather than the next election.

Concluding his address, President Boakai expressed optimism about Liberia’s prospects. “After one year in office, the state of our nation is better than when we began,” he declared. He invited all Liberians to join him in building a prosperous and inclusive future, guided by the principles of thinking, loving, and building Liberia together.
