Exposed: The Liberian Senate is Hiding Damaging Audit Findings of Mismanagement of Public Money Under “Lack of System.”

In response to the GAC audit findings, the Liberian Senate said it did not have any system in place, so it could not have violated a system that was never in place. The Senate then promised to work with the GAC and others to put in place the system.
Dear Liberian Senate, the GAC audit did not only identify system issues. The audit found that the Senate violated the PFM law and mismanaged millions of public resources, both of which require immediate investigation by the LACC.
For example:
1. The audit found that the Senate had 2.5M in the 2023 budget for “grants.” However, the Senate reported that it used a significant part of the money to pay salaries, “operating costs, ” and for printing. Strangely, the audit found that salaries, operating costs, and printing were funded through their own budget lines.
2. The Senate reported that it also spent a significant amount of its 4.8 million for operating expenses in its 2023 budget on Committee Hearings and “report distribution.” Strangely also, the auditor found that both Committee Hearing and Report distribution were financed through their own budget lines.
3. The audit found a discrepancy of 7.5 million between what is reported as the expenditure of the Senate in the Senate Financial System at the Finance Ministry and what is reported in the Senate Financial Outrun.
4. Like the FIA, the Senate spent more money in 2022 than what was in its budget but has not explained what it spent the excess money on.
The system issues the auditor raised include no strategic plan and monitoring and evaluation plan, no procurement plan, no meeting minutes, arbitrary decision-making, and the absence of a functional budget committee. Working with financial institutions to put these systems in place does not address the financial mismanagement reported by the GAC.
Liberians must not allow the Senate to brush aside the damaging findings with a mere promise to put in place a system. These findings have nothing to do with the lack of a system but financial mismanagement.
The legislature has also carried itself as a “god” that is above the laws of Liberia, and all the anti-graft institutions have folded their arms and watched them blatantly violate the laws and misuse public resources. This must end with using this audit to hold them accountable.
