Road is an essential tool for transformational development for any country. That’s why in post-war Liberia conscious efforts were made to establish the National Road Fund (NRF).
Since 2018 the NRF has been operationalized after its enactment in 2016. Given the crucial essence of the NRF, a managerial position was novel, which was required to be filled by a Liberian of high intellect and moral rectitude.
Was it therefore accidental or of National interest for Boniface D. Satu to have been handpicked by Samuel D. Tweah, Ministry of Finance, a long-time friend and classmate?
To answer these questions, it is important to retrospect on the recruitment process. In section 4.1 of the act creating the NRF gives the Minister of Finance the authority to appoint the Manager of the Road Fund after a competitive recruitment exercise. Unfortunately, merit wasn’t the yardstick used to hire Boniface D. Satu.
Tweah hired a known flunky and braggart, sidelining candidates of superior academic credential and far experience. What was the rationale? “Criminal Intent”. The witnessed of this point is the 25 million criminally taken from the NRF’s account by Satu and Tweah without the approval of the Inter-Ministerial Steering Committee or the Legislature.
Given the quantum of the 25 million, which could have been invested in the improvement of deplorable roads and maintenance works, Satu and Tweah are under the moral obligation to forever clear their names, but they elected to ignore it, which confirms that the 25 million was stolen.
To further prove that Boniface D. Satu appointment at the National Road Fund was an accident and a disservice to Liberia, inside sources have confirmed to this medium that Boniface D. Satu is a serial woman abuser.
It is an open secret that Boniface is having affairs with three female staff, which has created a muddled work environment, thus undermining institutional productivity at the NRF. Additionally, Satu is on record of sextually harassing the Administrative Officer at Road Fund, who could not submit to his sexual advances, thus leading to usurpation of the Administrative Officer’s duties.
Any objective appraisal of Satu’s tenure cannot be papered over without mentioning his despotic and arbitrary leadership style. For instance, Satu hired a consultant whose responsibility was to carry out a reengineering process at the NRF, which turns up to be a ploy to give his feeds roles of existing staffers who he perceived were not dancing to his tune or submitting themselves to his sexual misdemeanor. Furthermore, the Monitor and Evaluation officer, Danny Carter, one of his flunkies was discovered to have faked his academic credentials after an internal verification of credentials. Danny Carter lied to have graduated from the Cuttington University, but the investigation established he had never been enrolled in said university. Despite the exposure, Satu maintains Carter in said position without taking any action. Is it because of friendship or Carter being his rogue partner who executes his clandestine deeds?
In fact, Satu along with his stooges, which included this Carter, currently traveled to Maputo, Mozambique, on a social Safari without any benefit to the institution.
Satu’s scandalous details speaks volume as to why cross-sections of workfolks who spoke on the condition of anonymity say it is good riddance that this corrupt and despotic woman abuser is vacating the managerial seat for sanity to reign.
Those staffers said this womanizer and braggart in Satu will only be remembered for the chaos he has created and transferring of NRF’s fund into his personal usage, and for his self-glorification.
